Gladwin Township Board Meeting

 

March 16, 2022

 

Meeting called to order at 6:30 by Supervisor Weaver.  All board members present. Pledge to the flag.  Other people present were Jennifer Slabic.  Motion by Doug Ritchie seconded by John Mella to approve minutes from the February meeting. M/C  Treasurer’s report was given and the general account is $168,590.68 and the money market account is $41,041.83. Motion by Kristie Simrau seconded by Doug Ritchie to accept and file the treasurer’s report as presented.  The clerk presented the bills to be paid in the amount of $51,205.29.  Motion by John Mella seconded by Doug Ritchie to pay the bills in the amount of $51,205.29  M/C.

Doug Ritchie requested a property split approved by Bernie Weaver, Assessor.  The property split is on Nickless Road.  Motion for Resolution #22-15 by Kristie Simrau seconded by Jodie Klamer to allow a property split for Doug and Sheila Ritchie separating a 2 acre parcel out of their 10 acre parcel on Nickless Road. Roll call vote Klamer-yes, Simrau-yes, Weaver- yes, Mella-yes, Ritchie- yes. Ayes carried motion carried.

Kyle Grove, County Commissioner was absent but stated that our ARPA request was in a separate file but would be coming up to the board. Jennifer Slabic, gave the cemetery report.  She had two burials.

Motion by Kristie Simrau to close regular session to go into 2022-2023 Budget Hearing seconded by John Mella at 6:45. M/C  Motion to reopen the regular board meeting by Doug Ritchie seconded by John Mella at 6:49 M/C.  Motion by Doug Ritchie seconded by Kristie Simrau to approve the 2022-2023 Budget.  M/C.  Motion by Doug Ritchie seconded by Jodie Klamer to amend the 2021-2022 Budget in the following accounts  -  drains- $661.54; public utilities $240.93; contracted mowing - $500.00; contract open/close $2150.00; fire protection - $2312.05; payroll expense- $549.98. M/C.

The 2022-2023 Resolutions.  Motion by Doug Ritchie seconded by John Mella for Resolution 22 - 3-9 for the salaries for the board members Supervisor $6500; junk enforcement $750; Deputy Supervisor $300; Clerk $13,500; Deputy Clerk $400; Treasurer $12,700; Deputy Treasurer $400; Trustee $100 per diem. Roll call Klamer- yes, Simrau –yes, Weaver-yes, Mella-yes, Ritchie-yes Ayes carried motion carried.

Jodie Klamer seconded by John Mella made a motion for Resolution 22-10 to designate Huntington Bank of Gladwin to be the depository for the township general account and tax account for the fiscal year.  Roll call Klamer- yes, Simrau –yes, Weaver-yes, Mella-yes, Ritchie-yes Ayes carried motion carried.   M/C. 

Motion by John Mella seconded by Kristie Simrau for Resolution 20- 11 to adopt the millage request to be levied for 2022 tax year of 1-mill assessment on real property for the Gladwin Rural Urban Fire District. Roll call Klamer- yes, Simrau –yes, Weaver-yes, Mella-yes, Ritchie-yes Ayes carried motion carried.

Motion made by Doug Ritchie seconded by John Mella for Resolution 22-12 to assess each dwelling $170 annually for garbage/refuse fee to be charged on the December 2022 tax billing. Roll call Klamer- yes, Simrau –yes, Weaver-yes, Mella-yes, Ritchie-yes Ayes carried motion carried.

Motion made by John Mella seconded by Kristie Simrau for Resolution 22-13 for General Appropriation Act with the General Revenue of  $286,720.00 and expenditures of $274,509.00 and a contingency of $12,211.00.  Bills to be paid prior to board approval is Consumers Energy. Roll call Klamer- yes, Simrau –yes, Weaver-yes, Mella-yes, Ritchie-yes Ayes carried motion carried.

Motion made by Doug Ritchie seconded by Jodie Klamer for Resolution 22-14 to set the regular township board meeting on the third Wednesday of every month at 6:30 pm for the year of 2022-2023. Roll call Klamer- yes, Simrau –yes, Weaver-yes, Mella-yes, Ritchie-yes Ayes carried motion carried.

John Mella gave the fireboard report.  Supervisor commented on the Board of Review and there were no public that came.  Supervisor had an inquiry about selling the township dump property.  Board had a discussion and Supervisor will consult with the township attorney before making any determination on this matter.  Supervisor commented about meeting with the county ARPA board. 

Clerk noticed that there were two bills that did not print out on the bills to be paid for the month for Greaves and GFL.  Motion by John Mella seconded by Jodie Klamer to amend the dollar amount for the bills for the month of March to $57,830.52 .  M/C.

The Treasurer reported that she settled with the county with her taxes and balanced to the penny.  Doug Ritchie commented on possibly looking into McClure Cemetery Road and Pratt Lake Road for pavement sometime in the future.  Questions regarding solar panels in our township, our zoning is done through the county so we follow their ordinances.
